The report focuses on surveillance of public space in Rwanda, with the research question: How are smart city technologies used to surveil public spaces in Rwanda and for what reasons are these technologies used? Rwanda’s rapid deployment of comprehensive surveillance infrastructure across public spaces represents a critical case study for understanding the intersection of digital transformation, governance, and civil liberties in contemporary Africa.
