Submission on the Review of Kenya Sports Act, 2013.

This policy submission proposes a next-generation architecture for Kenya’s sports, arts, scientific, and creative talent ecosystem, advancing the review of the Sports Act, 2013 from conventional regulatory oversight toward integrated, data-driven, county-enabled talent governance. It identifies structural gaps in financing, grassroots development, indigenous sports, talent tracking, commercialisation, and institutional coordination, and proposes seven interconnected reforms: County Talent Development Funds; Talent Academies and Innovation Hubs; institutionalization of Indigenous Sports; a National Talent Development Database; Talent Monetization and Industry Partnerships; AI- and data-driven talent management; and drug-free talent ecosystems. The resulting framework conceptualises talent as a strategic national asset and lifelong development pipeline — linking identification, mentorship, education, innovation, cultural heritage, employment, commercialisation, and global opportunity through accountable digital infrastructure. The work is anchored in Kenya Vision 2030, AU Agenda 2063, the SDGs, Commonwealth youth priorities, EAC and IGAD frameworks, the submission advances a transition from fragmented talent administration toward an inclusive, technologically enabled, economically productive, and culturally grounded national talent ecosystem.
