Targeted Poverty Alleviation in Tigray, Ethiopia: Advanced Multidimensional Analysis Using Small Area Estimation and Hierarchical Bayesian Methods for Evidence-Based Interventions

This paper addresses the urgent need for robust, fine-grained poverty estimates in the Tigray Region of Ethiopia, an area severely impacted by conflict. The region has witnessed profound disruptions to livelihoods, essential services, and infrastructure, exacerbating multidimensional poverty. Traditional poverty measurement approaches often fail to capture the full scope of deprivation, especially in conflict-affected and data-scarce settings. This study integrates multiple data sources to generate precise poverty estimates at the woreda level, focusing on the spatiotemporal dimensions of poverty before, during, and after conflict.
