As Ghana marks its 68th year of independence, we face a new ques on of 
sovereignty—not of land or resources, but of intelligence itself. The ar ficial intelligence 
revolu on will reshape every sector of our economy, yet Africa currently hosts less than 
one percent of the world’s AI compu ng infrastructure. This paper presents a bold but 
prac cal alterna ve.  
Rainer Opoku-Owusu’s AIMesh-SF⁴E™ framework offers Ghana—and Africa—a path to 
build sovereign, sustainable AI infrastructure on our own terms. By adap ng the 
mobile network model that connected our con nent, this proposal shows how 
distributed, renewable-powered data centres can deliver both economic returns and 
social transforma on.  
I commend this work to policymakers, investors, and technical leaders across Africa. The 
window to act is now.
