To what extent does the competency of users in technology impact the effectiveness of real-time data-sharing systems?

The COVID-19 pandemic has highlighted the urgency of effective epidemic response systems, particularly in regions with healthcare disparities like South Africa. Real-time data-sharing technologies offer promising solutions for improving crisis management through rapid and informed decision-making. However, challenges such as unequal technological infrastructure, varying proficiency levels among healthcare workers, and concerns over data privacy hinder their implementation. This study aims to assess the impact of these systems on epidemic response effectiveness in South Africa, exploring barriers to adoption and identifying strategies for optimization. Anchored in Actor-Network Theory (ANT) and Positivism, the research employs a quantitative approach to examine system usability, healthcare worker engagement, and decision-making improvements. By analyzing trainer reports and implementation data, the study seeks to provide evidence-based recommendations for strengthening public health infrastructure, ensuring equitable access to real-time data, and enhancing epidemic preparedness. Findings will contribute to bridging technological disparities, refining healthcare strategies, and informing future global adaptations of such systems
