UG AIMS: A Scalable AI Governance and Certification Framework for Africa

Artificial intelligence (AI) adoption across Uganda and the wider African market is accelerating across healthcare, agriculture, financial services, public administration, and cross-border digital services. These use cases create significant opportunities for development and service delivery, but they also introduce governance risks involving personal data, cybersecurity, algorithmic bias, explainability, human oversight, and accountability. This white paper presents the Uganda AI Management and Assurance Scheme (UG‑AIMS) as a scalable AI governance and certification framework that translates international AI governance principles into auditable, locally relevant controls. Anchored in ISO/IEC 42001 and aligned with Uganda’s Data Protection and Privacy Act, cybersecurity obligations, and emerging national AI policy direction, UG‑AIMS bridges the gap between high-level policy intent and practical implementation (Government of Uganda, 2019; International Organization for Standardization, 2023; Ministry of ICT and National Guidance, 2025). The paper further positions UG‑AIMS as a regional reference model that can support responsible AI adoption across Africa by pairing a common standards-based baseline with jurisdiction-specific legal overlays, consistent with the African Union’s continental AI strategy and broader international principles for trustworthy AI (African Union, 2024; OECD, 2024; UNESCO, 2021). The recommended course of action is to move from concept to pilot implementation by convening a multi-stakeholder working group, selecting high-impact pilot sectors, developing a certification handbook, and building capacity for auditors, regulators, vendors, and adopters.
