This technical report presents Urban Shield & Link (USL), a dual-pipeline Edge AI system deployed on Raspberry Pi 4 for simultaneous urban-risk detection and missing-persons identification in Egyptian informal settlements. Achieves 89.3% detection accuracy (YOLOv8) and 92.4% facial recognition accuracy (CNN/FaceNet) in under 2.5 seconds. Submitted to ITC-Egypt 2026
