This preprint presents a classification-based framework for determining appropriate delivery modes for government software systems in Ethiopia. The framework distinguishes strategic governance and assurance responsibilities from software implementation and introduces a four-axis classification instrument based on data sensitivity, system criticality, sovereignty exposure, and domestic supplier-market depth. The framework is situated within Ethiopia’s Digital Ethiopia 2030 policy context and informed by comparative international experience. This version is a preprint and has not undergone formal journal peer review.
