
The Republic of Ghana National Artificial Intelligence Strategy (2025–2035) presents a comprehensive roadmap to position Ghana as an AI-enabled society and regional AI hub. The strategy’s eight pillars demonstrate strong alignment with existing law and a clear commitment to data sovereignty and capacity building. However, the strategy insufficiently addresses AI-specific threats, supply-chain risks, and lacks operational incident-response protocols. To be effective, the Responsible AI (RAI) Authority must adopt AI-native risk management and threat-intelligence frameworks, mandate supply-chain safeguards, and implement tiered regulation for high-risk systems.
