A Two-Axis Typology of AI Readiness and Innovation Capacity in Africa

This paper develops a transparent two-axis typology that positions 54 African countries by (i) public-sector AI and digital-government readiness and (ii) innovation and technology-upgrading outcomes. The X-axis combines the Government AI Readiness Index (Oxford Insights) and the UN E‑Government Development Index (EGDI), while the Y-axis combines the Global Innovation Index (WIPO) and high‑technology exports as a share of manufactured exports (World Bank WDI). Using the most recent observations available for each indicator and Africa-relative z‑score standardization, we compute composite scores, flag missingness and data-quality limitations, and classify countries into four quadrants. The results indicate a small set of co-evolving leaders (high readiness and high innovation outcomes), a larger group where government capability outpaces innovation performance, a small set of innovation/export “pockets” with governance gaps, and a majority of foundation-building countries where basic enablers remain binding. We discuss how the typology can support sequencing of technology-transition priorities and the design of differentiated development-cooperation portfolios, and we outline how Korea’s engagement can link ODA instruments with responsible private-sector entry and knowledge partnerships.
