Advancing Sustainable Development through TVET: Integrating Global Sustainability Goals with Staff Capacity Building in Technical Colleges in Lagos State

AbstractThis study investigated the importance of staff capacity building in promoting sustainable development by integrating globalsustainability goals into Technical and Vocational Education and Training (TVET) institutions in Lagos State, Nigeria. Adescriptive survey research design was employed for the study. The population included technical instructors from five state-owned technical colleges and technical administrators under the Lagos State Technical and Vocational Education Board(LASTVEB). Using stratified random sampling, 60 technical instructors were selected, and 30 technical administrators werepurposively sampled, resulting in a total of 90 respondents. Data were gathered through a structured questionnaire titled StaffCapacity Building and Sustainable Development Questionnaire (SCBSDQ), which was validated by three experts and shownto be reliable with a Cronbach Alpha coefficient of 0.82. The mean and standard deviation were used to address the researchquestions, and the independent-samples t-test was used to test the null hypotheses at the 0.05 level of significance. Thefindings revealed that staff capacity-building practices are implemented to a moderate extent in technical colleges in LagosState. Staff capacity building was also found to positively influence the integration of global sustainability goals into TVETdelivery and to contribute meaningfully to sustainable development outcomes, including employability, workforcedevelopment, environmental responsibility, social inclusion, and institutional sustainability. The t-test results showed nosignificant differences between the perceptions of technical instructors and technical administrators across all variables,indicating shared views on the importance and impact of staff capacity building. The study concludes that strengthening staffcapacity building is essential for enhancing the effectiveness of TVET in supporting sustainable development. It is thereforerecommended that sustained investment in professional development, industry-based training, and sustainability-focusedcapacity-building initiatives be prioritized to maximise the contribution of TVET to sustainable development in Lagos State.Keywords: Global Sustainability, Staff Capacity, Sustainable Development, Technical Vocational, Education.
