The article proposes a model that could guide African telecommunications policymakers in planning for the development of telecommunications infrastructure. The key elements of the model are based on questions about the prospects, obstacles, preferences and policies relating to telecommunications in the emerging global information infrastructure. Acknowledging the preponderance of choices in terms of the services and service providers in the field of telecommunications, and the new attitude toward Africa as a potentially profitable telecommunications market, the article concludes that the future is bright for the continent.
