
The African AI Governance Index (AAGI) is a comprehensive assessment framework measuring AI governance readiness across all 54 African nations. Built on 8 pillars and 80 indicators, the index is the first purpose-built instrument for evaluating AI governance capacity on the African continent. This first edition includes the complete methodology, a 10-country pilot assessment (Egypt, South Africa, Kenya, Rwanda, Morocco, Nigeria, Senegal, Ghana, Ethiopia, South Sudan), inter-rater reliability testing (Cohen's κ = 0.74), sensitivity analysis under three alternative weighting scenarios, and a documented limitations section. Concurrent validity with the Oxford Insights Government AI Readiness Index: r = 0.87.
