After overthrowing the monarchy in 1969, Gaddafi espoused the pan-Arab ideology and clinging to the illusion of an “Arab nation” stretching from the Arab Gulf to the Atlantic Ocean. The Libyan despot had been hell bent on denying the existence of Amazighs referring to them, instead, as ancient Arabs who had immigrated to North Africa from the Arabian Peninsula.However, the wave of so-called 2011 “Arab Spring” uprisings had marked a turning point for the visibility of the Amazigh-speaking population in Libya. This was manifested by their military and political engagement during the uprising that ended in Gaddafi downfall.Amazigh activists who were involved in political, media, or military action have made use of the Amazigh language as well as various symbols of the Amazigh identity to make their presence felt and to establish the fact that they constitute a key component in Libyan.Their determination was embodied in the organization of tangible actions such as the teaching of Tamazight during the uprising and after Gaddafi’s ultimate demise. They used Tamazight to establish communications networks to promote education and cultural activities as a way to ensure the visibility of the Amazigh identity.However, the clear divergence in views and the subsequent mounting tensions with Libya’s transitional institutions has prompted Amazigh activists and representative structures, notably the High Council of the Amazigh of Libya, to take initiatives capable of challenging state institutions. They included making a series of unilateral decisions in favour of the Amazigh identity. The teaching of Tamazight and its use in public spaces are essential elements of such challenges.
Depuis septembre 1969, alors que la Libye a connu un régime autoritaire basé sur le pouvoir personnel du colonel Kadhafi, le fait amazigh est marginalisé et combattu et les Amazighs ont subi une forte répression. Mais ils sont nombreux à ne pas avoir renoncé à leur identité, à leur langue, à leur culture et à leurs rites. La résistance dont ils ont fait preuve montre qu’une vive détermination en faveur de l’amazighité a animé une frange de la société. C’est ce qui expliquerait le fait que tout au long du conflit armé de 2011, une très forte visibilité de la dimension amazighe se soit manifestée par l’engagement militaire et politique des Amazighs. Les acteurs amazighs impliqués dans l’action politique, médiatique ou militaire, ont fait usage de la langue amazighe ainsi que de divers symboles de l’amazighité qui a été posée comme un préalable qui ne saurait être discuté ni négocié. Ce principe s’est concrétisé par l’organisation d’actions tangibles comme l’enseignement de tamazight durant la guerre et après la chute du régime ou encore la mise en place d'organes de communication, d’éducation et de diffusion culturelle assurant la visibilité de l’amazighité notamment par l’utilisation de la langue amazighe. La divergence de vues suivie de tensions entre Amazighs et institutions transitoires libyennes a conduit les Amazighs, à travers leurs structures représentatives notamment le Haut Conseil des Amazighs de Libye (HCAL), à prendre des initiatives à même de contester les choix des institutions provisoires libyennes, et surtout à prendre une série de décisions unilatérales en faveur de l'amazighité (enseignement de tamazight, usage de la langue dans l’espace public, ...).
