International audience Emergency communication remains a persistent challenge in semi-rural institutions due to inadequate infrastructure, unstable network connectivity, and limited access to advanced digital systems. Conventional emergency reporting methods, which largely depend on manual phone calls or physical reporting, often result in delayed response times during critical incidents. This study proposes an Embedded GSM-Based Panic Alert Framework aimed at improving real-time emergency response in semi-rural institutional environments. The framework integrates embedded system technology with GSM-based Short Message Service (SMS) to deliver a low-cost, reliable, and automated emergency alert mechanism. The system comprises a panic-trigger unit, a microcontroller processing module, a GSM communication module, and an emergency response interface organised within a three-layer architecture. The prototype was implemented using an Arduino microcontroller and SIM800L GSM module and evaluated under simulated semi-rural network conditions. Performance assessment focused on response latency, message delivery success rate, reliability, usability, and robustness under varying signal strengths. Results indicate that the system achieved an average response latency of approximately 4.0 seconds and a message delivery success rate of 95.7%. Comparative analysis with traditional manual emergency communication methods revealed significant improvements in efficiency and reliability, with precision, recall, and F1-score values exceeding 95%. The findings demonstrate that the proposed framework offers a practical, scalable, and efficient solution for strengthening emergency preparedness and response in resource-constrained semi-rural environments.
