Abstract
Monitoring and Evaluation (M&E) systems play a critical role in promoting transparency, accountability, and effective decision-making in government institutions. This study examines the enhancement of M&E systems in the Federal Government of Somalia, focusing on key challenges, best practices, and recommendations for improving performance. The research assesses the impact of technical capacity, stakeholder involvement, and management commitment on M&E effectiveness.
Using a mixed-methods approach, data was collected from government officials, M&E professionals, and key stakeholders through surveys and interviews. The findings reveal that limited technical expertise, inadequate financial resources, and weak institutional frameworks hinder the effectiveness of M&E systems. Additionally, the study highlights the importance of stakeholder engagement, data-driven decision-making, and policy alignment in strengthening M&E functions.
The study concludes that enhancing the Federal Government’s M&E system requires investment in capacity building, the adoption of digital data management tools, and the establishment of clear accountability mechanisms. Recommendations include improving resource allocation, fostering inter-agency collaboration, and promoting a culture of learning and adaptation. These insights contribute to the broader discourse on public sector accountability and governance, offering practical strategies for improving M&E effectiveness in Somalia.
