Assessing the Challenges of Urban Land Governance in Somali Region

This study focused assessing the challenges of urban land governance in Somali region state, case study of jigjiga city administration. The study assessed the problems in ensuring urban land governance, in effective urban planning and poor urban land registration system and informal settlement. the study design was descriptive case study. Data was collected from primary and secondary sources. Primary data was obtained through questionnaires from 124 selected respondents using systematic sampling method, interviews, and focus group discussion. Secondary data involved reviewing relevant literature from journals, books, and magazines. Data collected through survey questionnaire was entered in to SPSS for statistical analysis, and data collected through interviews were analyzed using narrative description method. Content and literature review was conducted from available scholarly studies, land management manuals and program documents. The findings of the study revealed that jjigjiga city administration there is poor urban land registration system to control urban land documents ownership. Ineffective urban planning, Poor service delivery, Lack of government awareness creation for urban land policy and urban land lease policy, corruption, illegal transfer and illegal settlement were observed as key problems of applying land administration governance principles. The study also revealed that there were weak good government principles such as transparency, accountability, rule of law, equity, participation, effective and efficiencies. Based on the findings of the study, the study concluded with the recommendation that the need of effective land management for planning, development control and urban management is very important. Bringing of efficient and effective services delivery to satisfied city residents on urban land administration. implement cadastre system and data base system in order to easily access land related information or land ownership and easily identify files of the customers, , the government officials also must create awareness to population about urban land policy and urban land lease policy.
