In Africa, digital technologies are transforming the distribution of agricultural inputs, but there is little evidence regarding how the systems generate business value among agro-dealers and farmers. This paper analyses the information system of Smart Nkunganire System (SNS) in Rwanda based on DeLone and McLean’s Information Systems Success Model. Structured Likert-scale questionnaires were used to conduct a quantitative cross-sectional survey of 51 registered SNS agro-dealers and 399 farmers in Gatsibo District, and five regression models were estimated to test relationships between system quality, information quality, service quality, system use, user satisfaction, and business satisfaction. Findings indicate that system quality (β = 0.340, p < 0.10) and service quality (β = 0.366, p < 0.05) are significant in increasing system use, and information quality (β = 0.407, p < 0.01) and service quality (β = 0.420, p < 0.05) increase user satisfaction. Business satisfaction is highly predicted by the use of systems and the satisfaction of the users (p < 0.01). In practical terms, system quality and service quality are significant drivers of system use, while information quality and service quality are key determinants of user satisfaction. Agro-dealer business satisfaction is strongly shaped by how effectively the system is used and how positively users experience it. The results demonstrate that effective digital subsidy delivery depends on reliable systems, accurate information, and robust institutional support that can benefit agro-dealers and farmers.
