Municipal water systems in Ghana face challenges related to reliability and sustainability, necessitating methodological advancements for their evaluation. This study proposes a Bayesian hierarchical model to evaluate municipal water system reliability, utilising probabilistic methods and incorporating uncertainty quantification in its predictions. This theoretical framework outlines a methodological approach to enhance the reliability assessment of municipal water systems in Ghana, providing a foundation for future empirical studies. Future research should validate this model on larger datasets and explore its application across different regions of Ghana to ensure broad applicability. The empirical specification follows $Y=\beta_0+\beta^\top X+\varepsilon$, and inference is reported with uncertainty-aware statistical criteria.
