Beyond Elections: Recovering the Meaning of Democracy in the Twenty-First Century

periodic competitive elections. While elections remain indispensable to democratic governance, they provide only a partial account of democracy's broader normative purpose. This paper advances a teleological reconceptualisation of democracy, arguing that democratic institutions should be evaluated not only by how governments acquire political authority but also by the purpose for which that authority exists: the advancement of human flourishing through accountable, effective, and inclusive governance. Employing a qualitative, comparative, and interpretive research design, the study synthesises insights from democratic theory, comparative politics, governance studies, and political economy, drawing evidence from Nigeria alongside comparative experiences from China, Russia, the United States, and other governance systems. The findings demonstrate that electoral democracy and effective governance do not necessarily coincide. While Nigeria illustrates how regular elections may coexist with persistent governance deficits, comparative evidence suggests that governments increasingly derive legitimacy from their capacity to provide security, strengthen state institutions, improve living standards, and promote long-term development. The study advances the Integrated Democratic Governance Framework (IDGF), which reconceptualises democratic legitimacy as emerging from the balanced interaction of four mutually reinforcing dimensions—procedural legitimacy (electoral accountability and constitutionalism), governance legitimacy (institutional effectiveness and state capacity), developmental legitimacy (improvements in human welfare and opportunity), and participatory legitimacy (continuous citizen engagement beyond elections). The study contributes to democratic theory by proposing the IDGF, which conceptualises democratic legitimacy as the institutional mechanism through which political authority advances human flourishing.
