This paper introduces a deterministic AI architecture for financial intelligence systems in African markets, using Senti AI as a design reference. It argues that Africa's next financial frontier is not another payment rail but an intelligence layer — one that interprets, explains, and operationalises financial data in ways that are safe, localised, and institutionally ready. The architecture separates read, compute, write, and orchestration responsibilities, constraining AI components to non-authoritative roles while placing all financial calculations and state changes under deterministic rules and comprehensive audit controls. The paper presents four non-negotiable system properties — determinism, auditability, idempotency, and validation — and demonstrates their application across consumer, SME, and institutional tiers, delivered via WhatsApp, USSD, and SMS.
