Boundary Conditions for Cryosphere Glacier Reform in Kenya: Process Tracing of Accountability and Implementation Failure

Kenya's high-altitude glaciers on Mount Kenya have long been treated as a scientific curiosity and, more recently, as a symbol of climate change, yet the governance arrangements intended to protect them remain poorly understood. the present analysis reframes glacier loss not as an inevitable physical process but as an outcome shaped by institutional failure, asking why reform efforts aimed at cryosphere protection in Kenya have repeatedly stalled despite formal policy commitments. Through a process-tracing analysis of the accountability chain linking international environmental agreements, national agencies, county governments and site-level management authorities, the article identifies three boundary conditions that jointly explain implementation failure: jurisdictional fragmentation between the Kenya Forest Service and the National Environment Management Authority, the absence of a dedicated cryosphere mandate within any single institution, and the temporal mismatch between political cycles and the slow-onset nature of glacier recession. The analysis draws on documentary evidence, institutional histories and comparative insights from other African mountain systems to develop a conceptual model of accountability failure that is prospective rather than empirical.
