Building a Culture of Innovation: DSTI's Role in Sierra Leone's Entrepreneurial Ecosystem

This paper examines the pivotal role of the Directorate of Science, Technology, and Innovation (DSTI) in fostering a culture of innovation and entrepreneurship in Sierra Leone. It explores how DSTI’s policies, programs, and initiatives create an enabling environment for startups, small and medium enterprises (SMEs), and technology-driven ventures. The study highlights key strategies employed by DSTI, including technology hubs, incubation programs, funding schemes, and capacity-building initiatives, which collectively aim to nurture entrepreneurial skills and stimulate innovative thinking among youths and professionals. Furthermore, the paper analyzes the challenges faced by DSTI in implementing its initiatives, such as limited resources, infrastructural constraints, and gaps in entrepreneurial education. By assessing both the achievements and constraints of DSTI, the study provides insights into how government-led innovation policies can strengthen Sierra Leone’s entrepreneurial ecosystem. The findings underscore the importance of strategic collaboration between government agencies, educational institutions, private sector actors, and international partners to drive sustainable innovation and economic growth.
