CATTLE WEALTH AND CASH NEEDS IN SWAZILAND: PRICE RESPONSE AND RURAL DEVELOPMENT IMPLICATIONS

The hypothesis that Swazi cattle are held as a store of wealth, and are therefore sold to meet cash needs rather than to maximise income, is supported by a multiple linear regression analysis which explains annual variations in cattle offtake in terms of corresponding variations in cash needs and alternative cash supply. Given this behaviour it is shown that, whilst cattleowners may appear to respond positively to price incentives because of their natural preference to sell in higher priced markets, the overall supply response to price will be negative. The implications for Swaziland's rural development strategy are briefly discussed. Résumé LES RESSOURCES EN CHEPTEL BOVIN ET LES BESOINS EN ARGENT LIQUIDE AU SOUAZILAND: LES IMPLICATIONS EN MATIèRE DE RéACTION DES PRIX ET DéVELOPPEMENT RURAL L'hypothèse selon laquelle le cheptel bovin du Souaziland est considéré comme une richesse à exploiter gui est par conséquent vendue pour grossir les liquidités au lieu de servir à maximiser les revenus s'appuie, dans cet article, sur une analyse de régression linéaire multiple qui explique les variations annuelles dans l'écoulement du cheptel bovin en termes de variations correspondantes dans les besoins de liquidités et l'offre alternative d'argent. Compte tenu de ce comportement, l'analyse nous montre que, malgré la réaction positive manifestée par les propriétaires de bétail envers l'effet stimulateur des prix en raison de leur préférence naturelle pour vendre sur les marchés plus rémunérateurs, la réaction globale de l'offre aux prix sera négative. Cette démonstration s'accompagne d'un rapide examen de ses implications pour la stratégie du développement rural du Souaziland. Zusammenfassung VIEHWOHLSTAND UND BARGELDBEDARF IN SWASILAND: FOLGERUNCEN FUR PREISREAKTIONEN UND LàNDLICHE ENTWICKLUNG. Die Hypothèse,a̧ab̃ Vieh in Swasiland als ein Speicher an Reichtum gehalten wird und verkauft wird, um den Bargeld‐bedarfzu decken und nicht um das Einkommen zu maximieren, wird durch eine multiple lineare Regressionsanalyse unter‐sttitzt, die die jahrlichen Verànderungen des Viehbestandes als die entsprechenden Verànderungen des Bargeldbedarfs und andererseits des Bargeldvorrats erklǔrt. Unter der Voraussetzung dieses Verhaltens wird gezeigt, dafi die Vieheigentǔmer zwar wegen ihrer natiirlichen Praferenz, lieber auf hǒheren Preismurkten zu verkaufen, scheinbar positiv auf Preisanreize reagieren, dafi aber die Angebotsreaktion insgesamt auf Preise negativ sein wird. Die Folgerungen fur die lǎndliche Entwicklung in Swasiland werden kurz erǒrtert.
