This dataset enables replication of the analyses presented in the article and supports further research on governance and democracy in Ghana. It accompanies the article “The Future of Ghana’s Democracy: Breaking the Cycle of Profit and Power in a Neopatrimonial State” (Asiedu, 2025). It contains anonymized responses from 334 participants collected in Ghana between August and November 2024. The survey explored governance mindsets, accountability, and democratic values across different groups, including government officials, academics, civil society leaders, and citizens. The dataset includes:• Raw open-ended responses to two key questions on mindset change and core values.• Coded thematic categories mapped to the Collaborative Governance and Accountability Model (CGAM) pillars of Engagement (E), Accountability (A), and Transparency (T).• Per-respondent heuristic GQ scores derived from text-based coding.• Aggregated survey statistics (motivation, responsibility, trust, empowerment, values).• Normalized CGAM scores (E = 0.802, A = 0.9325, T = 0.7085, GQ = 0.8143).• Codebook documenting all variables, coding rules, and scales. All data are anonymized and publicly released under a CC BY 4.0 license. This dataset was collected through anonymous surveys conducted in Ghana between August and November 2024, hosted by the University of Cape Coast and the University of Ghana. Respondents included government officials, academics, civil society leaders, and citizens. The data were collected under informed consent, anonymized, and prepared for open access. It supports analysis using the Collaborative Governance and Accountability Model (CGAM) and Governance Quality (GQ) metrics.
