Challenges and Opportunities in Achieving Universal Energy Access: A Pathway to Sustainable Development Goal 7 and Net-Zero Emissions by 2050 Adhvay Jagadeesh

Transitioning to renewable energy is essential to realizing Sustainable Development Goal 7 (SDG 7), which calls for universal access to affordable, reliable, and sustainable energy by 2030, and to reaching net-zero emissions by 2050 under the Paris Agreement and the finance commitments negotiated at COP30 in Belém. Despite measurable progress, an estimated 666 million people still lack electricity access and approximately 2.1 billion rely on polluting cooking fuels, with the majority of this deficit concentrated in Sub-Saharan Africa (International Renewable Energy Agency [IRENA] et al., 2025). Elevated public debt, high energy prices, and constrained international financial flows continue to slow momentum toward SDG 7 (International Energy Agency [IEA], 2025a). Countries such as Ghana possess substantial solar, wind, and hydropower potential but remain constrained by technological, financial, and regulatory barriers. This paper argues that low-income countries must accelerate the adoption of decentralized renewable energy technologies, including solar mini-grids, hybrid power systems, and off-grid solar, supported by expanded international finance. Beyond synthesizing existing evidence on technological, financial, and policy barriers, this paper contributes an original integrated Technology-Finance-Policy-Community (TFPC) framework for analyzing decentralized energy interventions, a comparative matrix scoring four documented energy-access programs, and a quantitative pace-gap analysis benchmarking current global progress against the trajectories required to meet 2030 targets. As of 2025, global renewable capacity had reached approximately 5,149 gigawatts, supporting an estimated 16.6 million jobs worldwide (IRENA, 2026; IRENA & International Labour Organization [ILO], 2026), even as Africa received only about 2% of global clean energy investment despite housing roughly 20% of the world's population (IEA, 2025b). The pace-gap analysis finds that current trajectories would need to accelerate roughly five-fold for electricity access, seven-fold for clean cooking access, and 1.7-fold for renewable capacity additions to meet their respective 2030 targets. Achieving SDG 7 also depends on engaging youth through skills training and entrepreneurship, alongside transformational policy architecture, targeted financial investment, and strong public– private partnerships throughout this Decade of Action (2020–2030). Coordinated action between energy-intensive and energy-vulnerable nations, using their natural resource endowments and cross-sectoral partnerships, is necessary to accelerate progress toward SDG 7 and global net-zero targets, driving improvements in health, education, and socioeconomic development worldwide.
