CHALLENGES AND SOLUTIONS IN PROCUREMENT PROCESSES FOR LOCAL GOVERNMENT CONTRACTS IN RWANDA

The objective of this study was to investigate challenges in local government procurement processes in Rwanda and propose actionable solutions to enhance transparency, efficiency, and accountability. Using a qualitative research methodology, the study analyzed data from interviews with stakeholders and government reports, supported by statistical methods such as chi-square and correlation tests. Key findings revealed that lack of transparency (38%) and inadequate capacity (25%) were the primary challenges, with approval processes causing significant delays (average 30 days). Statistical analysis showed a strong correlation (r = 0.82) between supplier competition and procurement efficiency, highlighting the need for fostering competition. The study concludes that targeted reforms in transparency, capacity building, and technological integration are essential. Recommendations include enhancing training programs, streamlining approval workflows, and expanding digital tool adoption. These steps are expected to significantly improve procurement outcomes and service delivery.
