Circular Economy Pathways for Sustainable Solid Waste Management in Sub-Saharan Africa

Solid waste management (SWM) has become a critical sustainability challenge in Sub-Saharan Africa (SSA) due to rapid urbanization, population growth, and changing consumption patterns, which have outpaced the capacity of existing waste management infrastructure. Predominantly linear “take–make–dispose” systems have proven environmentally unsustainable, economically inefficient, and socially exclusionary. This chapter examines the potential of circular economy (CE) pathways to transform SWM systems in SSA into inclusive, resilient, and regenerative frameworks. Anchored in the United Nations Sustainable Development Goals, particularly SDG 11 (Sustainable Cities and Communities), SDG 12 (Responsible Consumption and Production), and SDG 13 (Climate Action), as well as Agenda 2063 Goal 7 on environmentally sustainable and climate-resilient economies, the chapter synthesizes policy analysis and empirical evidence from Kenya, Ghana, Rwanda, and South Africa. Using a qualitative, integrative methodology that combines literature reviews, policy analyses, and comparative case studies, the chapter identifies emerging patterns of success in waste valorization, informal sector integration, green entrepreneurship, and the implementation of extended producer responsibility (EPR) frameworks. Despite these advances, persistent challenges remain, including financial constraints, fragmented governance, and limited public awareness of the benefits of the CE. The chapter concludes by recommending the development of coordinated regional strategies that integrate CE principles into national waste policies, industrial development programs, and education systems, thereby positioning circularity as a viable pathway for achieving environmental sustainability and inclusive economic growth in SSA.
