This dataset examines the challenges faced by women and youth in accessing the Constituency Development Fund (CDF) in Zambia, with data collected in Lusaka Central Constituency during 2024. The study uses qualitative methods, including Key informant interviews and focus group discussions using semi structured questionnaire guide, to explore barriers to women and youth accessing CDF. Ethical approval was obtained from the University of Zambia Biomedical Research Ethics Committee. The data support research on women and youth empowerment and the challenges they face when accessing the CDF empowerment fund. Key references include CDF policy documents, empirical studies and reports on empowerment programs in Zambia.
