Comparative Study of Ethiopian Concrete Design Standards: EBCS-2:1995 and ES EN 1992-1-1:2013

Abstract This study presents a systematic comparative analysis of two Ethiopian concrete design standards: EBCS-2:1995 and ES EN 1992-1-1:2013. The transition from the older EBCS-2:1995 to the Eurocode-aligned ES EN 1992-1-1:2013 represents a significant shift in Ethiopian structural engineering practice, yet no comprehensive documented assessment existed for practitioners and researchers. This paper addresses that gap by analyzing both codes concept by concept across nine principal subject areas: scope and notation, material properties of concrete and reinforcing steel, basis of design, ultimate limit states, serviceability limit states, special structural elements, detailing provisions, supplementary and omitted concepts, and general design procedures. Findings reveal that approximately 10–20% of provisions are modified in the new code, including critical changes to punching shear control perimeters (from 1.5d to 2.0d), concrete cover specification method (nominal to minimum-plus-tolerance), partial safety factors for materials and actions, minimum reinforcement ratios for beams, slabs, columns, and walls, and serviceability deflection control. Unchanged provisions include physical properties of reinforcing steel, torsion design, rules for ribbed and waffle slabs, anchorage and lap lengths, and bundled bar rules. The new code also introduces sections on precast concrete structures, lightweight aggregate concrete, and plain/lightly reinforced concrete that were absent in EBCS-2:1995. ES EN 1992-1-1:2013 is concluded to be less prescriptive, broader in scope, and more economical while providing required safety margins, and better suited to finite element software-based design using CSI SAP2000 and CSI ETABS. This reference comparison is intended to support Ethiopian designers, contractors, educators, and regulatory bodies in navigating the code transition.
