COST-BENEFIT ANALYSIS OF TELEMEDICINE IMPLEMENTATION IN RWANDAN HOSPITALS

This study evaluates the economic implications of telemedicine implementation in Rwandan hospitals from 2007 to 2012. Using a cost-benefit analysis methodology, it examines financial investments, operational efficiency, and patient outcomes. Data was collected from financial records, telemedicine pilot reports, and key informant interviews. Key findings include a 4900% increase in teleconsultations (from 50 in 2007 to 2500 in 2012), a 75% reduction in patient wait times (from 120 minutes to 30 minutes, t(5) = 8.47, p < 0.001), and annual hospital cost savings increasing from RWF 5 million to RWF 40 million (t(5) = 12.33, p < 0.001). The return on investment (ROI) grew from 1.33 in 2007 to 3.33 by 2012, with a 44% reduction in mortality rates. Despite these achievements, challenges such as infrastructure gaps and insufficient training remain. Recommendations include enhancing ICT infrastructure, expanding training programs, and developing robust policy frameworks to sustain telemedicine growth.
