This report presents a Data Governance Plan developed for the Africa Sustainable Energy Centre (ASEC), an independent policy think tank based in Ghana working on sustainable energy access, renewable integration, and utility sector reform. The plan was produced as part of the Climate Compatible Growth (CCG) Energy Modelling Platform for Ghana (EMP-G) capacity-building programme, delivered by ICTP, the World Bank, ESMAP, and SEforALL. The report addresses three core governance gaps identified within ASEC: the absence of a centralised data inventory, the lack of a dedicated data stewardship function, and weak formal data-sharing arrangements with key national institutions (including the Energy Commission, GRIDCo, ECG, NEDCo, and PURC). It sets out a 12-month implementation roadmap covering a full geospatial and statistical dataset inventory, a PostGIS-based database architecture, ISO 19115-aligned metadata standards, a quality-assurance framework, a RACI-based governance structure, data licensing policy, a three-year budget estimate, and data security and backup protocols. The plan is intended to strengthen the traceability and reliability of the evidence base underpinning ASEC's research and policy advocacy on Ghana's electrification progress, in the context of the country's push toward near-universal electricity access by 2030.
