This study examines the factors that affect the grass roots influence in the formulation and implementation of development programmes and policies using data from six communities in across three countries – Cameroon, Nigeria and South Africa. The analyses in the paper are based Oil descriptive and OLS regression techniques. The results of the study indicate that gender, age and employment status of grassroots are important factors determining their influence of development efforts in their communities. On the other hands, grassroots members’ level of education is found not to be significant in the determination of their influence in the design, formulation and implementation of development programmes affecting their communities.
