
This literature review examines international best practices in digital identity management and secure government data exchange systems, with particular focus on Singapore's MyInfo platform and the X-Road data exchange framework. The review contextualizes these implementations within the broader landscape of digital government transformation and evaluates their applicability to developing a Unified Government Platform for Zimbabwe. Through analysis of technical architectures, governance frameworks and implementation outcomes, this review establishes the theoretical and practical foundation for federated digital identity systems that balance citizen empowerment, organizational efficiency and data security.
