The digitalization of identity has become a central instrument of modern statecraft and security governance. In Nigeria, initiatives such as the National Identification Number (NIN) framework and the mandatory NIN-SIM integration policy were implemented to enhance subscriber traceability, eliminate unverified communication channels, and counter asymmetric security threats. However, persistent institutional and technical vulnerabilities continue to raise questions regarding their practical effectiveness.
Guided by Socio-Technical Systems (STS) Theory, this study examines how institutional fragmentation and interoperability deficits create conditions that enable operational anonymity and evaluates the resulting implications for national security governance. Employing a Systematic Literature Review (SLR) approach based on PRISMA guidelines, the study synthesized evidence from thirty core academic and policy sources published between 2010 and 2026.
The findings reveal that operational anonymity within Nigeria's digital ecosystem is not merely a consequence of deliberate technological concealment or encryption. Rather, it emerges as an institutional condition produced by parallel and poorly integrated identity systems operating in administrative silos. These structural identity gaps hinder real-time data synchronization across civilian, telecommunications, financial, and security sectors, thereby limiting the state's capacity to trace illicit financial flows, disrupt insurgent networks, and prosecute cybercrime syndicates effectively.
The study concludes that technological solutions alone cannot guarantee effective digital identity governance. Sustainable outcomes require harmonized institutional arrangements, strengthened interoperability mechanisms, and coordinated governance frameworks. Consequently, the study recommends the development of a unified Digital Public Infrastructure (DPI) and the establishment of secure, automated inter-agency data exchange protocols to enhance national security and accountability.
