Digital Learning in Kenya: Towards equitable and inclusive digital learning

This brief outlines the advances and challenges in digital learning in Kenya in the post-COVID-19 context. During the lockdowns, Kenya demonstrated the enormous potential of Information and Communication Technologies (ICT) to reach hundreds of thousands of learners. In 2016, Kenya implemented the Digital Literacy Programme (DLP), which expanded access to digital education throughout the country, including remote villages.

However, DLP’s impact has been underwhelming, as only 39% of schools had adequate infrastructure, content, and teachers’ professional development to put digital devices to use. Drawing upon the experiences of end-users and local stakeholders, including teachers, parents, and community leaders, this policy brief offers policymakers, decision-makers, and practitioners a set of key findings and recommendations to expand the accessibility and equity of digital learning in the context of rural Kenya. Recommendations include recognizing local communities of learning and developing equity plans.
