This dataset provides the quantitative basis for the "Digital Readiness Index" (DRI) framework used to optimize ICT4Ag interventions in post-conflict agrarian economies. Derived from a primary survey of 110 stakeholders in Puntland (Bosaso, Garowe, and Carmo), the data shifts from descriptive barrier analysis to predictive modeling.
