Digital Sovereignty in the Age of AI and Sustainable Transformation: A Multi-Layered Governance Framework

Abstract

The rapid proliferation of artificial intelligence (AI), digital twin technologies, and automated decision-making systems has fundamentally reconfigured traditional notions of state sovereignty in the digital domain. This paper proposes an integrated multi-layered framework for understanding digital sovereignty that encompasses legal-regulatory, infrastructural, and algorithmic governance dimensions. Drawing upon recent advances in AI ethics, sustainable infrastructure development, and digital health governance across four continental regions—North America, Europe, Asia, and Africa—this study examines how states navigate the tension between technological innovation and sovereign control. The analysis reveals that effective digital sovereignty requires alignment across all three layers, with significant regional variations in governance approaches. The United States maintains platform-centric sovereignty through corporate governance; the European Union emphasises rights-based regulatory frameworks; Asian states pursue infrastructure-centric national strategies; while African nations develop hybrid developmental models. The paper integrates insights from supply chain resilience, predictive digital systems, and AI-mediated governance to argue that sustainable digital sovereignty must balance efficiency with ethical compliance, innovation with data protection, and automation with human oversight. The findings contribute to emerging scholarship on responsible AI governance and provide policy recommendations for establishing sovereign control over critical digital infrastructures while maintaining global interoperability. This research offers a novel synthesis of digital transformation theory and sovereignty studies, proposing that future governance models must embed safeguarding mechanisms and ethical metrics within algorithmic systems to ensure long-term sustainability and democratic accountability.
