This study evaluated the preparedness of public Higher Education Institutions (HEIs) in Tanzania for the effective use of digital technologies in teaching and learning. Using a quantitative cross-sectional survey design, data was collected from 292 respondents, comprising 205 students and 87 academic staff members from 20 selected public HEIs. Binary logistic regression analysis revealed that institutions with adequate IT support staff were nearly 12 times more likely to have a functional Learning Management System (LMS) (Exp(B) = 11.942, p < .001). Although basic digital infrastructure, including Local Area Networks (LANs), Internet connectivity and LMS platforms, was available across the participating HEIs, the reliability of these facilities remained a significant concern.
