Eastern Africa Humanitarian Climate Outlook - October to December (OND) 2026

This operational brief translates the technical October–December (OND) 2026 seasonal rainfall and temperature climate outlooks—issued by the IGAD Climate Prediction and Applications Centre (ICPAC) and National Meteorological and Hydrological Services at the 74th Greater Horn of Africa Climate Outlook Forum (GHACOF 74) in Kigali (August 2026)—into actionable insights for humanitarian decision-making.  The analysis identifies critical hotspots showing strong above-normal rainfall and temperature signals, specifically focusing on central and southern Somalia, eastern and north-eastern Kenya, southern Ethiopia, and parts of Tanzania. To support anticipatory action and field preparedness, the climate signals are mapped directly to potential risks and mitigation strategies across six key humanitarian sectors: * Water, Sanitation, and Hygiene (WASH)* Logistics and Supply Chain* Health and Nutrition* Shelter, Settlements, and Non-Food Items (NFIs)* Food Security and Livelihoods* Infrastructure and Operations This brief is designed as a tool for practitioners, researchers, and humanitarian organizations to optimize contingency planning, pre-position supplies, and initiate early response measures across Eastern Africa.
