Escaping Energy Poverty in Urban Africa: Does Housing Tenure Security Play a Role?

Only recently has a growing literature begun to explore the key factors that shape household preferences for clean cooking fuels in sub-Saharan Africa. This paper contributes to this literature by examining the role of tenure security in helping urban households escape energy poverty. To this end, we draw on large harmonized household-level panel data sets from eight countries and use three comprehensive identification strategies. We find that urban households with official titles or deeds for their homes are more likely to adopt LPG cooking technology. Hence, interventions that facilitate access to urban land rights can reduce urban energy poverty.
