Ethical considerations in data governance are increasingly recognised as crucial for fostering trust and equitable access to digital services, particularly in contexts where technology adoption is rapid but foundational ethical frameworks may be lacking. The analysis draws from existing literature on data ethics and digital transformation in Africa, supplemented by qualitative interviews with stakeholders including government officials, civil society representatives, and technology providers. While challenges remain, this commentary underscores the importance of integrating ethical considerations into AI development plans in Comoros and beyond, aiming to build sustainable digital ecosystems that respect user rights and promote public trust. Develop a comprehensive data protection policy that includes clear guidelines on data collection, storage, and sharing. Engage with communities through awareness campaigns and participatory governance processes to ensure ethical use of AI technologies.
