AI and data governance have become critical in shaping ethical practices within African societies, particularly in Libya where technological advancements intersect with traditional values. The approach will be analytical, drawing from existing literature, interviews, and case studies to conceptualize an ethical governance model suitable for Libya's context. This framework proposes a multi-stakeholder approach involving government, academia, and civil society to ensure ethical AI development and deployment in Libya. Policy recommendations include establishing regulatory frameworks that balance technological innovation with cultural preservation, and fostering public engagement through education and dialogue.
