The study examines ethical considerations in AI governance within African societies, focusing on Uganda's context. A comparative analysis of relevant literature and case studies, including interviews with key stakeholders in Ugandan institutions involved in AI research and policy-making. Data governance models show significant variations between public sector entities and private companies in terms of transparency and accountability mechanisms. There is a need for harmonized ethical guidelines that consider local contexts while promoting sustainable AI development in Uganda. Developing a national ethics framework for AI and data management, integrating stakeholder perspectives from various sectors.
