This study investigates the impact of e-procurement on supplier diversity and inclusion in Rwanda, focusing on underrepresented suppliers such as women-owned businesses, SMEs, and rural enterprises. A mixed-methods approach was adopted, combining surveys, structured interviews, and statistical analysis of procurement data from 2014 to 2016. Key findings reveal a significant increase in supplier participation by 125% from 2014 to 2015, with female representation rising from 10% to 22% and SME success rates improving to 50%. Statistical tests, including paired t-tests and ANOVA, confirmed these trends (p < 0.05), highlighting e-procurement's role in enhancing inclusivity. However, challenges such as digital literacy gaps and limited ICT infrastructure persist. The study concludes that e-procurement fosters transparency, equity, and accessibility while recommending targeted capacity-building programs, improved ICT infrastructure, financial support mechanisms, and policy reforms to ensure sustained progress.
