Informal settlements in Nigeria, particularly within burgeoning coastal hubs like Lagos and Port
Harcourt, currently represent the critical frontline of global climate vulnerability. This research
provides a comprehensive investigation into the complex nexus between escalating flood risks and
climate change adaptation strategies within these precarious urban environments. As rapid,
unplanned urbanisation intersects with intensified pluvial and fluvial flooding, the study examines
how the absence of formal urban integration exacerbates the fragility of human habitats. The
research employs a robust mixed-methods approach to bridge the gap between technical modeling
and lived experience. On the quantitative front, it integrates Geographic Information Systems
(GIS) spatial analysis with Multi-Criteria Evaluation (MCE) and Hydrologic Engineering Centres
River Analysis System (HEC-RAS) modeling. This technical suite allows for the precise
quantification of spatial risk and hydraulic behaviour across selected settlements. Complementing
this, the study utilizes extensive household surveys to evaluate the efficacy of community-led
adaptation strategies in the face of persistent institutional neglect and infrastructure deficits. Key
findings reveal that while climate change serves as the primary catalyst for environmental shifts,
the severity of flood impacts is disproportionately amplified by systematic governance failures.
These include chronic underinvestment in drainage infrastructure, the absence of formal land
tenure, and a lack of regulatory oversight. The analysis identifies a diverse spectrum of
autonomous adaptation mechanisms—indigenous solutions born of necessity. These range from
physical structural modifications, such as makeshift embankments and elevated floor heights, to
social-capital-based resilience, including community-organised early warning systems. However,
the study notes that these local innovations are frequently reactive, under-resourced, and
insufficient in the face of high-magnitude events. Consequently, the research concludes that
achieving sustainable flood resilience necessitates a fundamental paradigm shift. It advocates for
moving away from traditional, top-down technocratic engineering solutions in favour of a "Co
Production Model." This proposed framework champions the integration of indigenous knowledge
with formal urban planning and inclusive climate policies. By addressing the deep-seated socio economic drivers of vulnerability, this study provides a scalable framework for policy
interventions that align climate adaptation with urban social justice. Ultimately, it emphasizes that
true resilience in the Global South is unattainable without first addressing the underlying
structural inequalities of Nigeria’s urban landscape.
