Food-Based Dietary Guidelines (FBDGs) are developed in order to translate nutrition evidence into dietary advice people can practically actually use everyday. While they are mainly used to educate and inform the public, they can also serve as policy tools. In Africa however, we are not fully maximizing FBDGs for this purpose. Most of the focus in the use of these guidelines is communication and education. Less attention is being given to their role as policy instruments. For FBDGs to be effective in all sense of its utility, we always need to measure it effectiveness and efficiency. If monitoring and evaluation (M&E) of these guidelines are carried out in the way that they are supposed to, we would soon find out that, it has the ability to not just track the usefulness of the guidelines and its implementation but also to learn new things based on the way people respond to the guidelines, like changes in consumption pattern, food environments and other factors that can affect healthy eating over time. Therefore. the value of FBDGs as instruments depends not only on how well they are developed and disseminated, but also on whether its implementation and effects can be measured over time. Without this evidence, our ability to learn from the guideline and improve them may be limited. This study examined the extent to which selected African FBDGs include provisions for monitoring and evaluation (M&E), with particular attention to whether these provisions could generate the evidence needed to inform implementation, learning and future revision.
Results: Of the 11 guidelines, six showed at least some explicit M&E framework. Ethiopia, Ghana, Kenya, Sierra Leone, South Africa, Zambia), but clear external evidence of FBDG-specific operationalization was limited. Ethiopia provided the strongest measurement example through the Ethiopian Healthy Eating Index. Sierra Leone had relatively developed M&E design. Ghana showed strong formative learning before publication. Benin, Gabon, Namibia, Nigeria and Seychelles had limited or no clearly established FBDG-specific M&E pathway in the evidence reviewed.
Conclusion: The main gap was not simply missing monitoring vocabulary. It was the limited evidence of a complete feedback mechanism linking implementation to measurement, evaluation and subsequent adaptation. FBDGs can function as learning instruments for food and nutrition policy, but only if countries deliberately measure the outcomes of implementation and use that evidence to improve the next version of the guideline and beyond that realign their priorities and interventions in the order of emerging factors that tends to hinder the healthy eating that the guideline pushes for.
