From Field Research to National Policy: A Research-to-Policy Translation Framework for CGSL-Based Agricultural Finance in South Sudan

This article develops a research-to-policy translation framework for Community Group Saving and Lending (CGSL)-based agricultural finance in South Sudan. It draws on field evidence from Eastern Equatoria, Jonglei and Lakes States, where CGSLs emerged as community-managed alternatives to formal finance in contexts of rural exclusion, conflict disruption and weak agricultural credit infrastructure. The original thesis evidence reported a mixed-method design, a survey of 85 respondents, 81 valid returns, and qualitative interviews that identified financial literacy, farming tools, technical training, savings mobilisation and group lending as important channels through which CGSLs support rural agricultural development. The article reframes those findings for national policy design by asking how evidence generated at community level can be translated into policy instruments, budget choices, implementation standards and accountability mechanisms. The framework argues that evidence-to-policy movement requires five connected processes: field diagnosis, analytical synthesis, policy framing, institutional co-design and adaptive implementation. It also proposes readiness and translation equations that help policymakers distinguish between evidence availability and policy uptake capacity. The analysis shows that CGSLs have clear policy value because they provide low-cost financial intermediation, improve social trust, and reduce transaction barriers facing rural farmers. However, national scale-up requires safeguards against elite capture, over-reliance on NGOs, weak record keeping, gender exclusion, short loan cycles and insufficient linkage with state agricultural extension. The article concludes that South Sudan should treat CGSLs not merely as informal coping mechanisms but as foundational units in a decentralised rural agricultural finance policy, provided that national strategy protects community ownership while improving regulation, training, monitoring and catalytic public investment.
