Urban green infrastructure plays a critical role in fostering environmental sustainability through its cultural, ecological, and socio-economic functions. Despite its recognized importance, cities in the Global South—especially in Sub-Saharan Africa—continue to face challenges in implementing urban planning strategies that effectively protect and develop green spaces. This study integrates Geographic Information Systems (GIS) and expert-based survey data to evaluate the performance of urban green infrastructural development within the framework of urban planning implementation in Abuja, Nigeria.
The research employs spatial analysis of urban green space distribution using existing urban land use plans and observed green space maps, complemented by expert surveys to assess the perceived implementation performance. The study investigates the extent to which the observed green spaces align with designated areas in the master plan, alongside key administrative and political challenges obstructing effective planning. Findings reveal that while the performance of urban planning implementation is perceived as moderate, there is a partial alignment between designated and actual green spaces. Major barriers to green infrastructure planning include political interference, unsustainable funding, illegal land conversion, and institutional inefficiencies.
The study highlights the necessity for integrated, data-driven, and context-sensitive planning strategies to enhance green infrastructure and promote environmental sustainability in rapidly urbanizing African cities. By combining spatial and perceptual data, this work provides valuable insights for urban planners, policymakers, and environmental stakeholders seeking to overcome planning limitations and ensure sustainable green infrastructure in the Global South
