## The headline
Law 151 was passed in 2020 but sat largely dormant for five years because it had no executive regulations. Those regulations were issued by **Prime Ministerial Decree No. 816 on 1 November 2025** (in force 2 November 2025), starting a one-year compliance clock. Enforcement begins around **November 2026**, which is why the law matters now.
